ICPC Probes Plateau Lawmaker Adamu Aliyu in Fresh N75.8m Land Fraud Case

The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has launched a new, extensive investigation into a fresh case of fraud against the embattled Plateau lawmaker, Adamu Aliyu, who represents Jos North Constituency in the Plateau State House of Assembly.

The new probe comes just weeks after Justice Emeka Nwite of the Federal High Court in Abuja, on September 12, 2025, declared Aliyu wanted over an alleged fraudulent N73.6 million contract linked to the Tertiary Education Trust Fund (TETFund).

The lawmaker had initially landed in trouble following a petition from a businessman, Mohammed Jidda, who alleged that Aliyu promised to help him secure an N850 million TETFund contract at the University of Jos, backed by a signed Memorandum of Understanding (MoU). Jidda claimed he paid the lawmaker a total of N73.6 million upfront, a sum which included N52 million purportedly meant for a facilitator’s company, Imanal Concept Ltd, owned by one Saad Abubakar.

Even as the controversy surrounding the TETFund contract continues, with Aliyu publicly denying his involvement, the anti-graft agency has confirmed it has commenced a second investigation. This fresh case stems from a new allegation by a Jos-based businessman who has accused the legislator of conniving with an accomplice to defraud him of N75.8 million in a fake land deal.

According to the ICPC, the fresh probe was launched following a petition filed by Abdulyekin Kabiru, the CEO of Reedlim Global Enterprises. Kabiru alleges that Aliyu and his accomplice fraudulently deceived him into paying the substantial sum for a piece of land that actually belonged to the Jos Metropolitan Development Board (JMDB).

In the petition, filed by the law firm of AB Adihene & Co. on behalf of Kabiru, the businessman stated that Hon. Aliyu and his alleged accomplice, Hassan Maimadara, a former local government secretary and current aide to the lawmaker, approached him. They allegedly claimed they had the necessary authority from the Plateau State government to sell the land, which is located at the Gangare area in Jos, without revealing its ownership by the government agency.

Kabiru stated that Aliyu allegedly presented himself as the Chairman of the House Committee on Housing, while Maimadara introduced himself using his past and current positions. Trusting their purported government authority, Kabiru agreed to purchase the property for an initial N50 million.

However, the deal quickly escalated as Hon. Aliyu and Maimadara allegedly introduced different schemes, including inducements, threats, forged documents, and a complex series of cash and bank transfers, which forced the complainant to part with much more money. The total amount extorted from him eventually ran into N75.84 million.

The complainant further stated that he was pressured and coerced into making transfers in tranches into accounts linked to Maimadara’s company, Hassan & Sons Multi-Biz Dimensions Ltd, and to Aliyu’s personal account. He also claimed he was coerced into buying mobile phones for the lawmaker worth N172,000.

When Kabiru realized the transaction was fraudulent and that he had been scammed, he demanded a refund from the lawmaker. The complainant claims Aliyu dismissed his demands and, instead, issued threats to his life. Efforts to get Hon. Aliyu to comment on these new, serious allegations before publication proved futile as he refused to pick his calls or reply to messages sent to him.
